Soviet President Konstantin U. Chernenko, whose health has been a subject of speculation, was registered as a candidate for forthcoming elections. The 73-year-old Soviet leader, who has not appeared in public since Dec. 27, will run in Moscow’s Kuibyshev district in Feb. 24 balloting for the parliamentary assemblies of the Soviet Union’s constituent republics.
