Local branches of the British coal miners’ union held nationwide meetings to decide how to instruct their delegates to vote at a special conference in London today on whether the miners should return to work without a negotiated settlement. The National Coal Board, the employer in the nationalized industry, has said roughly half the miners have gone back to work in defiance of the almost yearlong strike. The union’s militant president, Arthur Scargill, called the conference to make “a decision in the best interests of our members.”
