WASHINGTON — A man who tried to climb over the White House fence today was thwarted by a woman guard who grabbed his leg and tore off one of his pant legs before other guards took the intruder in custody, witnesses said.
The Secret Service said the man, who dashed from a taxi on Pennsylvania Avenue shortly after noon and began climbing the spike-topped iron fence, was unarmed. A spokesman identified the man as Chester Ramsey, 38, of suburban Hyattsville, Md., who was charged with unlawful entry.
