A 22-year-old Imperial Beach man was arrested on suspicion of raping, kidnaping and molesting three girls, sheriff’s deputies said Monday. Allan E. James was booked into County Jail and is being held in lieu of $100,000 bail. James’ arrest at 13th Street and Elder Avenue in Imperial Beach stems from three separate cases of suspected sexual abuse of juveniles whose ages range from 5 to 12. A two-month investigation, aided by a composite drawing of the suspect that had been circulating since Feb. 21, led detectives to James.
