A Salvadoran guerrilla group said it is holding a group of kidnaped mayors as prisoners of war, and it pledged to step up attacks against local governments. Salvadoran rebel and private radio stations broadcast a communique from the Marxist People’s Revolutionary Army, which said “our forces have decided to attack and disarticulate local government with a greater force than ever before.” Since the beginning of the year, at least nine mayors have been kidnaped and 32 town halls burned. Of those nine, two gave been killed, one has been freed and six remain detained.
