The City Council this week rejected a motion by Mayor Eugene Moses to have a public vote on a proposed waste-to-energy plant. Moses had asked that the issue be put on the ballot in April, 1986. But other council members said they should decide whether the city will permit construction of the plant that would be constructed on Gladstone Avenue. The Enercan Co.’s plan is now before the Azusa Planning Commission.
