Not Guilty Plea Entered: A San Clemente cement company owner pleaded not guilty Monday to dumping cement sludge into a flood-control channel. Ray Giacomini, president of Lyman’s Ready Mixed Concrete in San Clemente, was charged with one count of violating a state Fish and Game Department statute which prohibits the dumping of liquid refuse in waterways. Trial has been set for Oct. 2 in South Orange County Municipal Court. If convicted, Giacomini could face a maximum penalty of a $1,000 fine or a year in jail, or both. Fish and Game officials last April said they spotted a “grayish substance” in the Segunda Deshecha Canada Creek channel in San Clemente.
