Council Changes Code: City officials this week paved the way for the establishment of convalescent or board-and-care homes in all zones, including areas of single-family homes. Convalescent homes, which are now restricted to high-density areas, will be allowed in other zones on a case-by-case basis, City Council members decided Tuesday. To receive such a conditional use permit, the applicant would be subject to a public hearing. The change in the city’s code is a response to a request earlier this year to build a board-and-care home in a single-family zone. There are an estimated 200 board-and-care homes in Orange County that provide care to small groups of chronically ill patients, according to a county social worker.
