In Final Action : Bidding for State Lottery Widened

The Senate sent the governor a bill designed to widen competitive bidding in the awarding of contracts to supply computer equipment for the new state lottery. The measure, by Sen. Ralph Dills (D-Gardena), would ease the financial disclosures required of bidders. The Senate approved the bill 38 to 0 minutes after it passed in the Assembly 54 to 13, the minimum required for a necessary two-thirds majority. Supporters of the legislation said that it would help assure competitive bidding on a $200 million lottery equipment contract. GTECH Inc., the world’s leading supplier of computerized lottery equipment, had said it would bid only if the measure was adopted. Among its shareholders are the Bass brothers of Texas, billionaires who were not willing to make financial disclosures.
