The heads of the Olympic committees of the United States and the Soviet Union signed an agreement in Indianapolis to promote sports exchanges between the two nations, but they would not speculate whether the non-binding pact would prevent boycotts of future Olympic Games.
Marat Gramov, president of the Soviet National Olympic Committee, speaking through an interpreter, said the agreement is “not linked with the Olympic Games of 1988, 1992, 1996. It expresses a general desire to participate in the whole world sports movement.”
