The Reagan Administration will back federal aid to help some low-income parents send their children to private schools. Under a plan to be outlined by Secretary of Education William J. Bennett, the parents of 5 million educationally deprived children eligible for remedial help through the $3.2-billion Chapter I program could get federal vouchers--worth about $600 a year--for private school tuition or for public school services.
