A task force studying the government’s senior management said that “bureaucrat bashing” is driving competent people away from federal service and should be offset by positive efforts to attract them. The task force, while acknowledging that not all top-level officials perform competently, recommended more pay incentives and fringe benefits to attract and retain those who are of top quality. The task force of elected, academic and business representatives prepared the report under the sponsorship of a research foundation, the Twentieth Century Fund.
