Scientific experts from more than 30 nations agreed in principle on the first steps to reduce chemical emissions depleting the Earth’s protective ozone layer. U.S. experts said the accord does not go far enough, but delegates ending talks in Geneva under the U.N. Environment Program said they expect an agreement to be signed at a September meeting in Montreal. The proposed international protocol calls for a freeze of chlorofluorocarbon chemicals in 1990 at 1986 levels and a 20% cut of emissions by 1992.
