Senate OKs Envoy to Pakistan

WASHINGTON — The Senate today confirmed the nomination of career Foreign Service officer Arnold Lewis Raphel as U.S. ambassador to Pakistan 76 to 19 despite protests by Sen. Jesse Helms (R-N.C.) that he failed to pay District of Columbia income taxes.
Raphel was cleared by the Foreign Relations Committee on Feb. 24. Helms said Raphel claimed that he was not required to pay district taxes because he serves at the “pleasure of the President” and is not a permanent government employee. To back up his claim, Raphel cited a 1964 determination by the district.
