8th Arms Control Round Begins

GENEVA — U.S. and Soviet arms control negotiators began an eighth round of talks today after a renewed U.S. emphasis on seeking agreement to halve superpower intercontinental missile arsenals.
The talks resumed with a 2 1/2-hour luncheon meeting of the top negotiators from both sides, headed by U.S. delegate Max M. Kampelman and Soviet Deputy Foreign Minister Yuli M. Vorontsov. The Soviets were hosts for the meeting. The chief U.S. negotiators on medium-range missiles and strategic weapons, Maynard W. Glitman and Ronald M. Lehman, were also at the meeting.
