Both sides in the two-year-old voting rights lawsuit in Springfield, Ill., claimed victory after a referendum that had been ordered as the first step in overhauling a city government found to discriminate against blacks. Voters in the advisory referendum split almost evenly among three alternative government systems, narrowly favoring a proposal backed by most of the current City Council and opposed by many black leaders.
