The Santa Barbara County Planning Commission approved construction of an oil storage facility and offshore terminal estimated to cost at least $23 million on a 46-acre site near Chevron’s new oil and gas plant project at Gaviota. Plans proposed jointly by Texaco and Chevron call for building an offshore oil tanker mooring-loading facility, installing a new pipeline and erecting two or three new oil storage tanks, according to project spokesman Ed Morton, who said Texaco expects to soon obtain a coastal development permit needed to begin construction by mid-June. He said the facility, to be known as the Gaviota Interim Marine Terminal Project, will be used by the two oil companies to ship up to 1.8-million barrels of oil annually.
