New York Gov. Mario M. Cuomo said he is not running a covert campaign for the 1988 Democratic presidential nomination, is not raising money to run and is not reconsidering his decision not to be a candidate. “If I wanted to run for President, you don’t do it secretly and you don’t do it indirectly,” he said when asked about a newspaper report that one of his top aides was soliciting support from leading Democrats in Chicago’s financial community and telling them Cuomo planned to run for President. The Chicago Sun-Times, quoting unidentified sources, said Cuomo’s director of economic development, businessman Vincent Tese, was seeking the support.
