Almost half the immigrants in the San Francisco Bay Area who are eligible for legal residence through a new amnesty plan will fail to apply by a May 4 deadline, according to a report prepared by Jean Molesky, a lecturer in ethnic studies at the University of California, Berkeley. She estimated that 87,000 out of 160,000 people eligible for amnesty will apply for it within the next six months. She attributed the reluctance to fear of being turned down and the costs associated with applying. A spokesman for the federal Immigration and Naturalization Service said the report may not be accurate.
