Federal hearings are scheduled to begin today in Concord, N.H., on evacuation plans for New Hampshire communities and popular ocean beaches near the Seabrook nuclear power plant, the last obstacle to the plant’s commercial license. The $5-billion, 1,150-megawatt plant 40 miles north of Boston was completed in July, 1986, after years of regulatory delays, financial troubles and unrelenting opposition that made Seabrook synonymous with the nation’s anti-nuclear movement. “Seabrook is an important one for the nuclear industry,” said Jane Doughty of the Seacoast Anti-Pollution League. “If they can license Seabrook, they can license anything.”
