Botha Backs ‘Open’ Districts

JOHANNESBURG, South Africa — President P. W. Botha said today his government plans to permit some multiracial neighborhoods, but is not ready to scrap the law that segregates public facilities.
Botha told Parliament that the government endorsed an advisory council’s recommendation that localities be given the option of establishing multiracial or so-called “open” districts.
