Japan said it would not cut interest rates as part of a multilateral package to help the world’s economy weather the plunge in global stock prices and the value of the dollar. Bank of Japan sources said the country’s central bank was not willing to push interest rates lower, even if the United States came up with measures to reduce its huge government budget deficit.
