Syrian and Christian gunners continued to shell residential areas of Beirut, and police put the toll at 20 people killed and 42 wounded since the nonstop bombardment began at dusk Saturday. A midday lull allowed people to leave underground shelters for the first time in 40 hours. They replenished stocks of food, powdered milk, water and tranquilizers, then rushed back to bunkers. In Washington, the State Department accused both sides of “reckless disregard” for human life and called for an immediate cease-fire.
