P. M. BRIEFING : German Car Venture Proposed

WOLFSBURG, West Germany — West German car maker Volkswagen said today it has proposed forming a joint venture with a state-owned East German vehicles producer.
VW said its chairman, Carl Hahn, handed the proposal to the IFA industrial group, based in Karl-Marx-Stadt, which makes East Germany’s Trabant car, among other vehicles.
The venture could prepare the way for the joint development, production and sales of cars and vans, VW said.
East Germany currently bans Western investment, but East Berlin officials say constitutional changes planned for next year will include laws allowing joint ventures with the West.
