ISLAND BOPPING: Unincorporated urban pockets got a glimpse of the future last week when LAFCO, a county commission, put Midway City in Westminster’s “sphere of influence.” . . . The next decade will see the county trying to get the remaining urban islands--roughly 20 countywide--to merge with bordering cities, according to Dan C. Wooldridge, an aide to Supervisor Don R. Roth. . . . Although island residents often oppose such mergers, the county argues that cities are better able to provide services. . . . “There’s a clock ticking,” he says.
