Kenneth L. Ross has been appointed president and chief executive of the newly formed Picture Music America. He is based in New York and reports directly to Joe Smith, president and chief executive of Capitol-EMI Music Inc. Picture Music America will produce and market home video programs for Capitol-EMI Music companies. Ross was vice president-video at CBS/Broadcast Group.
