TOO COOL TO GET MARRIED And Other True Stories <i> by David Seeley (Harper & Row: $8.95) </i>

A colorful assortment of tales about hip nightlife in Dallas. David Seeley has a good ear for the catch phrases of modern slang, and he captures the atmosphere of the local punk clubs and crash pads in neat, flat prose. He shows considerable promise as a writer, but he needs a good editor to keep him from cluttering his reportage with unnecessary details. (How many times does he have to tell his readers that the club DJ is playing a Thompson Twins record?) “Too Cool to Get Married” is amusing, but Seeley obviously is capable of better work.
