ARMENIA’S HERO: Cowan Heights urologist Garo Tertzakian, who joined a medical mission to Armenia after the 1988 quake, gets a “Memorial Medal” from the Soviets tonight at a ceremony in Washington. . . . Ambassador Yuri V. Dubinin said the medal recognizes Tertzakian’s “courageous and selfless actions.”
