Puzzlement

It is a puzzlement. According to many letters to The Times, the U.S. ship of state is sinking; we are decadent, falling apart. However, very few citizens emigrate to more seaworthy nations.
On the other hand, the U.S. seems to be a lifeboat for millions, legal and illegal, who immigrate here for a life of opportunity; and “a kinder, gentler life.” These ordinary people, in effect, vote with their feet.
