SAN JUAN CAPISTRANO : Tri-City Recycling Program Planned

Eager to ease the flow of trash into overflowing landfills and meet a looming state limit on waste disposal, three South County cities are gearing up to begin curbside recycling programs in their communities.
Flanked by brand-new recycling trucks, the mayors of San Juan Capistrano, San Clemente and Dana Point will unfurl plans for the recycling effort during a ceremony at San Juan Capistrano City Hall today at 2 p.m.
The three cities are launching the recycling programs in an effort to meet a new state law that requires all municipalities to reduce solid waste levels by 1995. Cities that do not comply with the state mandate could be hit with substantial fines.
