The Transportation Department said it would allow Scandinavian Airlines System to boost its holdings in Continental Airlines Holdings Inc., formerly known as Texas Air Corp. to 16.8% from 9.9% . . . Westinghouse Electric Corp. said it completed the sale of Seven-Up/RC Bottling Co. of Vernon to a management-led group, for an undisclosed price . . . Shareholders of Pasadena-based Avery International Corp. and of Dennison Manufacturing Co. approved a previously reported $450-million stock-swap merger between the office-products companies. A review by the Justice Department is to be completed by Sept. 28.
