CAP Score Rebound Cheers Pomona Schools

The Pomona Unified School District showed across-the-board improvement in the latest round of California Assessment Program tests, after an intensive district-wide effort to improve student test-taking.
Pomona’s turnaround was among the highlights of CAP test results in the San Gabriel Valley, which were, as always, a grab bag of good news, bad news and no news for local schools.
Large districts with less-than-glowing reports include the Baldwin Park Unified School District and the Pasadena Unified School District, which are looking at overall declines in the just-released measures of student achievement. Students at Pasadena schools were already among the lowest scoring in the state, with test scores comparable to students in the Los Angeles Unified School District.
Districts with good tidings included the Arcadia Unified School District, which maintained high scores. In the San Marino Unified School District and the South Pasadena Unified School District, already high scores got even better.
Few districts, however, could match the improvement of the Pomona Unified School District, a district with 27,000 students, most of them minorities, a third of them with limited English skills. Many district students come from families in which the parents ended their education at high school or earlier.
When compared to similar districts, the one-year improvement is remarkable, district officials said. The state prepares such comparisons so school administrators can gauge their students’ performance against students from similar social and economic backgrounds.
In last year’s tests, the district scored better than only about 40% of similar districts statewide at the third-grade level. This time around, the third-graders pushed that up to 65% in reading and 71% in written expression.
“We are ecstatic about it,” said Linda M. Stevens, a Pomona school board member.
Mission accomplished, agreed Cassandra A. George, the assistant superintendent of educational services. “We have thought for some time our test scores did not reflect our students’ achievement and potential. Each school developed a testing plan to make sure the CAP curricula was covered in each school.
“We made sure that what was tested was taught. We let the children know that we thought this was important,” she said.
Despite the improvement, the district scores remain below average when compared with students who don’t come from similar backgrounds, Supt. Irv Moskowitz said.
He’d like to close that gap as well. “It’s a matter of recognizing that when the focus is put on something, we can really make it happen.
“Pomona has not had good publicity about its youth,” he added. “There are so many youngsters in this community who have done well and who are capable of doing better. This is our chance and our staff’s chance to help improve that image.”
High CAP scores generally are a source of pride to school board members and parents, and an effective pitch for real estate agents, who use it as a neighborhood selling point.
Administrators at lower-scoring school districts are left to scramble for explanations. They typically cite such factors as the education level of parents, family poverty and students’ limited knowledge of English, situations whose remedies are not wholly within the district’s control.
“It’s not that schools don’t make a difference. They do,” said William Bibbiani, the director of research and testing for the Pasadena Unified School District. “It’s just that the difference between schools in all but the most extreme cases are extremely exaggerated, particularly on a test like the CAP.”
The CAP score data, released last week, come from tests taken last spring by students in the third, sixth and eighth grades. Scores, by district and school, appear on pages 2, 4 and 5 of this section.
Even in districts with low scores, the educators’ performance isn’t as grim as it would appear, said Patrick Sayne, the superintendent of South El Monte’s Valle Lindo School District, which has about 1,000 students.
Valle Lindo was saddled with the lowest score for the eighth-grade social studies test of any district in the San Gabriel Valley. That score translates to a statewide percentile rank of 6. In other words, only about 6% of the districts in the state had lower scores for this test at this grade level than Valle Lindo.
The picture improves noticeably, however, when the score is adjusted for the community in which the district operates. The percentile rank improves from 6 to 25 among districts judged by the state to have students from a similar socioeconomic background.
In reading, Valle Lindo third-graders ranked at the 44th percentile statewide. When their test scores are adjusted, they rank in the 71st percentile.
Of 117 students who entered Valle Lindo’s kindergarten this year, 35 spoke no English. The majority of district parents ended their education at high school or before. The district also has a high turnover from students moving in and out of the South El Monte area. Of 120 eighth-graders, only 55 had been with the district since before the sixth grade, Sayne said.
Pasadena school district officials offer a similar explanation for their scores. The district’s sixth-grade language skills scores, for example, ranked better than only 2% of the scores from school districts across California. The adjusted percentile ranks are somewhat better, ranging from the 8th to 62nd percentile.
Those numbers, however, don’t represent reality, Bibbiani said. He said the state overestimated the district’s prosperity. “We are incorrectly perceived by the state to be about as affluent as the average district in the state,” he said. “Our kids perform comparably to their peers.
“The averages are totally misleading and do urban schools a disservice, particularly those that are surrounded by affluent suburbs whose students are most unlike ours,” he added.
In addition, scores can vary widely from year to year.
“At one time, I had a score that fluctuated up 40 points in one year,” said Sayne of Valle Lindo. “I said it was pure dumb luck, and the teachers were upset. I said, ‘I’ll tell you what, gang. If you really want me to go on record saying it was superior teaching, are you going to be equally willing to hear it was crappy teaching that led to the decline of the CAP scores?’ ”
Some say that districts often shoot for high test scores at the expense of equally important educational goals.
“There’s a lot more to a good education than doing well on your CAP scores, but you’re kind of graded on them in your community,” said Supt. Louie S. Joseph, whose South Pasadena students performed among the best in the state.
Pomona Supt. Moskowitz defended his district’s preoccupation with the CAP. “As far as making children test-wise, that’s good. They’ll be tested in a number of ways throughout their lives,” he said.
Pomona also improved its percentile rank by emphasizing the importance of getting accurate information about students’ families. District officials didn’t want students exaggerating their families’ prosperity or their parents’ education. Such fibs can place a district into the wrong comparison category, thus making the district’s educational program appear less effective than it is.
Despite CAP’s limitations, educators do derive benefits from detailed breakdowns of the test, said Sayne and others. “Apparently, our students are not doing a good job in geography and economics,” the Valle Lindo superintendent said, evaluating the district’s eighth-grade social studies results.
On the other hand, his students did comparatively well on the U.S. history portion. His district now requires students at all grade levels to write at least one essay a month--a strategy that was, in part, a response to past CAP results.
The bottom line is that CAP scores do count for something, and not just because parents and school boards think they do, Sayne said.
That’s why he said he’s not satisfied with adjusted rankings that compare his district more favorably to similar districts.
“Relative success is nice, but it doesn’t buy eggs when you’re out in the world,” he said. “In the end, it matters how well you do relative to everybody when you graduate from high school.”

HOW TO READ THE SCORES
These are results of the California Assessment Program test for third, sixth and eighth grades.
State officials say the scores are intended to provide a way to assess school-wide academic performance. Students do not receive individual scores.
Schools are listed alphabetically by district. Scores are scaled between approximately 100 and 400, although a few scores may be higher or lower. A school’s scores may be compared to district and state averages. For example, if the third grade at your school scored 295 in math, and the state average is 283, children at your school are performing at a higher level than most third-graders statewide.
In general, a fluctuation of 10 points or less should not cause alarm, although state education officials say that the margin of error varies depending upon the size of the school.
Students in grades three and six last spring were given multiple-choice tests in reading, written language (including grammar and spelling) and mathematics. Last spring’s eighth-graders were tested in reading, math, history-social sciences and science. Eighth-graders also took an essay test to assess their writing skills. Results of the essay test are expected next month.
In some cases a specialized or “magnet” school has its campus on the grounds of a regular school. State officials have combined the scores, so separate results are not available.

In 1860, a Midwestern stagecoach company let people know about an exciting new plan which would affect our entire country. The company planned a faster mail service to California--the Pony Express, which would deliver the mail in 10 days or less.
Strong young men were the riders. Buffalo Bill was one of the famous ones. These men had to have courage. Every day they faced many kinds of danger. They had been told, “Remember, you travel alone and the country is wild and rugged. You may be cold, hungry, wet and tired, but you must go on! The mail must go through!” And it did go through!
Over the saddle of the Pony Express horses was hung a leather blanket or “mochila.” In the four pockets of it were the tissue-thin letters. Five dollars was the usual price for sending a letter.
The route cut directly across from Missouri to Sacramento. Each rider rode nonstop for about 100 miles, and then a new rider took over. The horses used were chosen for speed and were changed every 10 miles. Quickly the mail was thrown over the saddle of the fresh horse, much like a relay race. Horses were saddled and ready to go at every station. With a leap, the rider was in the saddle--and off like the wind!
