Diamond Bar : Waste Hauler Permits OKd

The City Council Tuesday voted to institute a permit system for waste haulers, but put off the possibility of awarding any exclusive franchise until next spring.
With Councilmen John Forbing and Paul Horcher excused because of conflicts of interest, the council voted to require waste haulers to apply for permits starting Dec. 1.
But the council split over whether to award the $3-million-a-year franchise Tuesday. Mayor Gary Werner and Councilman Jay Kim opted to put the contract out to bid again next spring.
Councilwoman Phyllis Papen said, however, that after eight months of deliberation, the council should decide.
