An unexpected $10-million surge in tax payments in Philadelphia has helped ensure that city employees won’t miss their next paycheck, Mayor W. Wilson Goode said. He said the payments last week add to his optimism that Philadelphia will cure its fiscal ills in 1991. A cash crisis since summer has prompted the city to delay payments to thousands of city suppliers and consider halting or trimming paychecks for 30,000 city workers.
