WORLD : Soviet Issues May Delay Summit

MOSCOW — A top Soviet official said today that domestic political problems--and not snags in arms talks or the Persian Gulf crisis--are behind a possible postponement of President Bush’s meeting with President Mikhail S. Gorbachev in Moscow next month.
Alexander Dzasokhov, a member of the Communist Party Politburo and head of the Soviet legislature’s foreign affairs committee, said he expects the summit to be delayed from its scheduled Feb. 11-13 slot by a matter of days, “not a prolonged period.”
“From our side the reason is that a mass of new matters have appeared, connected with formation of the government, with the work of the Supreme Soviet, a new structure of government power,” Dzasokhov said during a break in the legislature’s session.
