AT&T; Rate Plan Rejected: AT&T; may not include in its overall rate structure temporary discounts for some customers at the expense of others, the Federal Communications Commission ruled. AT&T;’s plan would have allowed it to raise the prices of some residential calls but remain within FCC-imposed rate caps by including promotional reductions targeted to specific customer groups. For example, AT&T; could have offered short-term reductions to attract new customers and raised other prices to offset the loss in revenue.
