Treasury Bill Yield Falls: Interest rates on 52-week Treasury bills fell at the latest auction to the lowest level in nearly three years. The average discount rate was 6.22%, down from 6.58% at the last auction on Dec. 13. It was the lowest rate since 52-week bills averaged 6.18% on Feb. 11, 1988. The bills will carry an equivalent coupon interest rate of 6.62% with each $10,000 in face value selling for $9,371.10. Sales totaled $11.77 billion.
