Highway Litter

In response to “Roadside Manners” (editorial, Jan 5:)

Citing the number of pieces of trash thrown from autos on a per person basis (162 pieces per person) tends to make everyone guilty--thus no one is singled out for condemnation.

The fact is that thousands of us never throw trash out of the car window--99% of the 4.4 billion pieces of trash that litter our highways each year is deposited there by probably 1% of the drivers.

This 1% is a relatively small group--perhaps small enough to be identified and punished.
