TIME’S UP: Seal Beach City Council members have long muttered about ending their meetings earlier, like by midnight. . . . Monday night they planned to pass a resolution establishing such a cutoff and limiting public comment to five minutes each. But by the time the council got to the resolution, it was nearly 2 a.m. The item was postponed.
