NATION : Layoffs, Tax Hikes in N.Y. Budget

NEW YORK — Mayor David N. Dinkins today proposed a record $29.3-billion budget for the 1992 fiscal year that would require the city to lay off 16,500 workers and levy $300 million in new property taxes. The layoffs will include 11,200 full-time and 5,300 part-time employees.
“The bill for the average homeowner will rise $60, for the average tenant $62,” he said in a letter accompanying the budget document.
He said the city’s personal income tax, now 3.9% for residents, would be boosted to raise $200 million. Dinkins also would impose a 5-cents-per-gallon tax on gasoline and diesel fuel to raise $40 million.
For households with incomes of $18,000 or less, he said, “We will introduce modest relief . . . by offering city personal income tax rebates on these increases.”
