West Covina : Water Limits Adopted

The City Council adopted an emergency ordinance giving officials authority to impose stricter limits on water usage to comply with mandatory cutbacks by the Metropolitan Water District.
The ordinance, effective immediately, received a unanimous vote Monday.
Meanwhile, a public hearing on a three-phase conservation plan is scheduled for Jan. 28. If adopted, Phase 1--banning hosing off sidewalks and limiting car washing and lawn watering--would become effective Feb. 1, coinciding with MWD’s mandatory 10% reduction in residential usage.
But Royall Brown, director of the Upper San Gabriel Valley Municipal Water District, said West Covina’s proposed plan is confusing because it doesn’t correspond with MWD’s five-level plan. Depending on rainfall, MWD will switch among its levels every 30 days. Brown urged West Covina officials to pattern their plan after MWD’s.
