Capital Cities/ABC Inc. named David Westin vice president and general counsel, overseeing the company’s legal department as well as government and labor relations. Westin, 38, has been a partner in the Washington law firm Wilmer, Cutler & Pickering since 1985. He succeeds Stephen A. Weiswasser, who last month was appointed executive vice president of the ABC Television Group.
