NATION : Utah Anti-Abortion Bill Advances

SALT LAKE CITY — The Utah Senate today approved a House amendment stripping an anti-abortion bill of its most restrictive elements, clearing the way for passage of the legislation, which still would ban most abortions.
The Senate voted 19 to 10 to approve the House changes to the bill, which Republican Gov. Norm Bangerter has said he will sign.
The House was expected to receive the amended bill later today for a final vote before it lands on Bangerter’s desk. Bangerter had said he would sign either bill but preferred the House one because “it has the best chance constitutionally.”
Besides in cases of rape or incest, the earlier Senate bill would have allowed abortion only if a woman’s life were in jeopardy or if a doctor concluded the child would be born with physical or mental defects “incompatible with sustained survival.” That language was deleted.
