Armco Cutting Work Force: Armco Steel Co. said it is laying off 165 workers at its Middletown, Ohio, works because of sagging market conditions. Armco produces flat-rolled steel products, primarily for the auto and appliance industries. The Middletown Works and a sister steel mill in Ashland, Ky., are jointly owned and operated by Armco Inc. of Parsippany, N.J., and Japan’s Kawasaki Steel Corp.
