Ban on Trash Scavenging Weighed

A measure that would prohibit people from rooting through other people’s garbage was introduced Monday by the Hawthorne City Council.
The ordinance was prompted by an increase over the past year in the number of complaints about curbside scavenging for items that fetch recycling funds, such as aluminum cans, glass and plastic.
The council will vote on the proposal at its March 25 session. If approved, the measure would go into effect 30 days later.
