Gun-related homicides of black teen-agers jumped 38% in 1988, and blacks were 11 times as likely as white teen-agers to die by gunfire, according to a new government report. Some of the data was released by the office of Health Secretary Louis W. Sullivan. The report says that 20% of all teen-ager deaths involve firearms and that 1988 was the first year in which more male teen-agers died from gunfire than from all natural causes.
