A. Ross Eckler, 89, who directed the U.S. Census Bureau from 1965 to 1969. A native of Van Hornesville, N.Y., Eckler joined the old federal Works Progress Administration in Washington in 1935 and moved to the Census Bureau in 1939. He was deputy director from 1949 until 1965. On March 14 in Olney, Md.
