OJAI : Consultant Hired to Study Annexation

An Ojai city committee has decided to pay a Sacramento consultant $14,000 to study whether it makes economic sense to expand Ojai by annexing nearby communities.
The city panel approved hiring Richard Milbrodt of Administrative-Budget Counseling, the only consultant to apply for the job, City Manager Andrew S. Belknap said.
The 30-member committee approved Milbrodt’s plan for determining if six areas in Ojai Valley generate enough revenue for the city to annex. The areas are Oak View, Mira Monte, Meiners Oaks, West Hills, the east end and the upper Ojai Valley.
Committee members said they need the study before they poll residents to determine if there is support for annexation.
The City Council is waiting for the panel’s recommendations, Belknap said.
Committee Chairman Mansfield Sprague said the panel’s work might take more than a year and require additional city funds to complete.
