New Chief in Moscow: NBC News named Dianne Festa as its Moscow bureau chief, effective Jan. 1. She’ll succeed Ike Seamans, who will move to Miami as a producer for the network’s news division. Festa, who joined NBC in Miami in 1983, was the network’s acting bureau chief in Amman, Jordan, during the Gulf War.
