Your editorial “Chernobyl Syndrome: Are Accidents Waiting to Happen?” (Nov. 3) was very interesting and raised one question. Why not revise the Baruch Plan? Early in the history of atomic energy, the United States proposed the Baruch Plan, which would create one international agency to own and control all atomic plants worldwide. Our proposal, at that stage of the Cold War, was dismissed by the Soviet Union. The Cold War is over, but, as you pointed out, nuclear power plants are a worldwide concern. Why not revise the Baruch Plan?
